For example... beaches get more crowded between 10am and 5pm... so if we could have dog off leash rules that allow dogs to be exersized between sunrise and 930am would be ideal. this prevents conflict with families and beach visitors during peak hours and allowes dog owners to have healthy pets. They do similar concepts on the east coast and even some places in Southern California. As a great tourist destination, Capitola would do itself a favor by being more dog-friendly. We, like many others, travel everywhere with our dog and, no matter how beautiful or fantastic a place is, if it is not dog-friendly, we do not visit.
